Assistant HR Business Partner

Working hours Monday to Friday 09:00 – 17:00

Hybrid working between home and office based in Devizes.

We are working in partnership with our client who are recruiting for an Assistant HR Business Partner on a 12 month FTC.

The purpose of this position is to support the HR Business Partner in the delivery of a professional HR service that adds value and delivers effective business-focused solutions.

This position is varied, complex and integral in ensuring the provision of a high-quality professional delivery of HR advice/guidance and support and policy development. 

The successful candidate will report into the relevant HR Business Partner, People Services, and acts as the HR expert in all areas of generalist HR matters and change activity. You will provide and support the People Services aims and objectives to change and enable continuous improvement.

Key Responsibilities:

  • Assist in the provision expert advice and guidance to managers and staff on employment matters; influencing management and the leadership around the people agenda to maximise performance
  •  
  • Effectively monitor, develop and manage the performance of staff and take appropriate action to support any welfare issues or performance concerns.
  •  
  • Develop staff through the use of regular training, coaching and feedback sessions, ensuring a consistent, professional and high-quality service is provided to their stakeholders.
  •  
  • Positively encourage Continuous Personal Development.
  •  
  • Deliver staffing levels through appropriate resource management in line with demand and requirements of the People Services Centre undertaking recruitment when necessary.
  •  
  • To have a high level of working technical expertise and knowledge of systems which are utilised within the working environment as well as relevant working practices and procedures.
  •  
  • Lead and undertake designated project work as directed, research, evaluate, analyse and prepare proposals for consideration as appropriate.
  •  
  • Undertake engagement with relevant and appropriate stakeholders in line with consultation framework.
  •  
  • Representing the People Services Department both internally and externally, advising and influencing when necessary.

 HR Advice and Support

  •  
  • Provision of HR advice across all areas of the generalist HR portfolio for all staff groups. Working closely with the local management to advise/guide and facilitate the successful application of people-related matters providing pragmatic and workable solutions to local issues wherever possible. Some of the activities and responsibilities are detailed below:
  •  
  • Own with the respective members the case management elements for designated areas.  Ensuring that there is a regular people focus within regular meetings with appropriate management reports. 
  •  
  • Be the escalation point for complex case management and will assess the appropriateness of further escalation including to which authority.
  •  
  • To facilitate adherence to discipline, complaint and grievance Policy, Legislation and Regulations providing technical advice and case management guidance.
  •  
  • To encourage and facilitate performance management procedures as appropriate for example; informal action plans, capability and unsatisfactory police performance regulations.
  •  
  • Ensure people-related processes are managed in accordance with local service delivery agreements.
  •  
  • To provide technical advice to managers in complex performance, conduct and performance management cases and to provide a professional and effective service with an aim to reducing sickness absence.

  • To work closely with HR colleagues to support transactional activity across the board of the People Services function.

Business Change / Organisational Development and Policy Development

  •  
  • Working for an HRBP, and as a member of the People Services professional team, facilitate and support the successful implementation business change programmes:

  • To facilitate business change programmes to ensure compliance with employment legislation.
  •  
  • To undertake an active and professional role within people-related projects both locally and Force-wide to enhance skill and personal development.
  •  

Facilitate Improved Business Performance

  •  
  • Continuous assessment of parity and fit between People Services and business plans.  Recommending relevant amendments and adjustments to the HRBP as appropriate.
  •  
  • Will take an active role in promoting best people practices for example, delivering high quality presentations at various training events and Induction programmes, holding HR work-shops and surgeries on various HR people-related subjects to enhance overall business performance in areas of people management.

  • Build and maintain strong and effective day-to-day working relationships with various stakeholders such as staff associations and trade unions.
  •  
  • Support the wider People Services team undertaking various tasks for example working on ET/legal cases, which may be local or Force-wide to enhance personal development and skills.
  •  

This is a busy and reactive position with the strong emphasis on accuracy and attention to detail.

Working towards tight deadlines and therefore the successful candidate must demonstrate that they are able to prioritise their workload effectively.
